Militant environmentalists steal a miniature plutonium fission device invented by a deluded genius who wants to make plutonium too dangerous for nations to continue stockpiling. A scientist who sympathises with the eco-militants doubts that the device would work even when primed with super weapons grade plutonium (less than 1% Pu-240). In other words it would 'fizzle' with radioactive material scattered over a wide area. Nevertheless, it would still be a potent weapon in the hands of terrorists. He then discovers that a component developed for an experimental thorium reactor when retroactively fitted to the device should lead to a high-yield atomic explosion. The device would then constitute a real terror weapon in the hands of terrorists.
