Benjamin Ginsberg is the David Bernstein Professor of Political Science at Johns Hopkins University and chair of the Hopkins Center for Advanced Governmental Studies. Kathryn Wagner Hill is director of the Center for Advanced Governmental Studies at Johns Hopkins.
